General Notice
Pecos County WCID #1 (Owner) is requesting Bids for the construction of the following Project: WATER IMPROVEMENTS JM No. 19254
Bids for the construction of the Project will be received at the Pecos County WCID #1 office located at 4375 N. FM 1053, Fort Stockton, TX 79735, until September 24, 2025 at 1:30 PM local time. At that time the Bids received will be publicly opened and read at the Community Building, 115 W. 44th Lane, Fort Stockton, TX 79735.
Separate Bids will be received for the following Contracts:
Contract 1 – Water Meter System Replacements: Installation of an Automatic Meter Reading (AMR)
System and replacement of approximately 1,250 system meters. Replumbing of meter connections as
field conditions dictate. Alternate bid consists of the installation of the AMR system and the replacement
of 100 residential meters. Owner’s Budget: $430,000.00, Anticipated Days for Completion: 150 Days
Contract 2 – Water Transmission and Distribution Line System Improvements: Installation of
approximately 31.8 miles of water transmission and distribution piping and appurtenances. Construction
includes approximately 19.8 miles of 16-inch, 4.2 miles of 12-inch, 2.4 miles of 8-inch, 3.4 miles of 6-inch, and 2.0 miles of 4-inch pipe. The project will include bore and casing, slick bores, valves, fire hydrants, flush valves, and other appurtenances for a water system piping project. Owner’s Budget: $11,530,000.00, Anticipated Days for Completion: 480 Days
Contract 3 – Wells, Pump Station and Ground Storage Tank Improvements: Upgrading two existing irrigation wells to drinking water wells, improvements to three existing wells, the construction of a control valve station, the construction of a new pump station, the construction of a new 200,000 gallon ground storage tank, and miscellaneous yard piping, building construction, and site improvements. Owner’s Budget: $2,230,000.00, Anticipated Days for Completion: 480 Days

Copies of the CONTRACT DOCUMENTS must be ordered online at www.jacobmartin.com. Orders for CONTRACT DOCUMENTS may include hard copies for pick up, mail out, or digital download via www.jacobmartin.com. Upon verification of online payment, hard copies may be picked up at Jacob & Martin, LLC., located at 3465 Curry Lane, Abilene, TX 79606. Cost for hard copies of the CONTRACT DOCUMENTS will be a non-refundable amount of $100.00 for 11x17 Plans. Cost for digital download of
CONTRACT DOCUMENTS will be $0.00. Contractors must purchase a set of CONTRACT DOCUMENTS to be considered a registered plan holder eligible to bid the project, even if Bidding Documents are obtained from a plan room or source other than the designated website. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Pre-bid Conference
A pre-bid conference for the Project will be held on September 11, 2025 at 10:00 AM at the Rural Community Building, 115 W. 44th Lane, Fort Stockton, TX 79735. Attendance at the pre-bid conference is encouraged but not required.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Domestic Preference
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of
the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants, and Minor Components
